He is saying, "Just because you have a 'High Speed Internet' connection doesn't mean that you can break all the rules!  You have been detected haphazardly jumping back and forth to various websites without the courtesy of using the directional warning arrows on your keyboard!  Also, you were detected pressing the 'ESC key' in an attempt to escape when you saw me coming!  I am willing to simply issue you a 'warning citation' if you agree to 'Log Off' properly and not simply 'pull the plug' as our records indicate that you have sometimes done in the past!"
